AOb Secondary Education Project
Teachers mobilisation and organising concrete activities to prevent and
eliminate school dropout and child  labour in Korca district

September 2012 – July 2013

Based on the experience gained and results achieved, especially in "Asdreni" and "Naim Frasheri" schools, as well as on the possibilities they have, FSASH and SPASH, will implement this Action Program for mobilisation of teachers and organising concrete activities to prevent and eliminate school dropout and child labour in (“Nuci Naci” and “Ismail Qemali” schools), in Korca district.

There are 305 pupils, out of whom 66 from Roma and Egyptian communities, (from 1 to 9 grade), and 23 teachers in “Nuci Naci” school, as well as 453 pupils, out of whom 145 from Roma and Egyptian communities, and 31 teachers in “Ismail Qemali” school.

According to the official data, there are 14 pupils dropped out from school (not attending it for days and weeks, also working) in “Nuci Naci” school and 18 pupils dropped out from school in “Ismail Qemali” school. There are also other 65 pupils at risk to drop out from school, (not attending it for some hours a day or for some days a week and working for hours or days, during school hours or in the afternoon), in “Nuci Naci” school and other 110 pupils at risk to drop out from school in “Ismail Qemali” school.

Most of them are from higher classes, 12 to 15 years old, often due to the fact that they are grown up physically and, especially for girls, some parents don’t allow them to continue the school. Some other parents, especially from poor families, think that their children at this age can help them survive through working and providing some money for the family.

It is planned to be used almost the same methods already used being focused on individual work with pupils in previous projects not only in Korca, but also wider, in some other school.

Special child labour Monitoring Groups are set up and functioning during the Action Program implementation, coordinating all activities to be organized with selected pupils, in collaboration with school administrations, pupils themselves and their families, as well as with community and local NGO-s.

The Action Programme will also increase awareness and improve the cooperation among trade unions, local government authorities, school administration, local NGO-s, employers and so on, in tackling child labour and promoting education. Media will also be involved especially to better advocate on child labour issue.

Objectives:

Work with 32 pupils, from both schools, (mainly from Roma and Egyptian communities), who have dropped out from school and work, because of financial difficulties of their families or the mentality of their parents, withdraw from working, return and integrate in school at least 22 of them, starting within one month after Project implementation.

Work also with 175 pupils, from both schools, (mainly from Roma and Egyptian communities), who are at risk to drop out from school and work during school hours or in the afternoon, and integrate in school, attending it regularly, at least 165 of them, during the Project implementation.

Use the results achieved and methods used during this Project implementation as an example for the continuance of this work also in their schools in Korca district and wider, in some other districts.

Activities:

Organise two preparative meetings, (one in each school), with participation of teachers who will be engaged in Project implementation, school administration representatives, pupils and parents, local government authorities, district education directorate, aiming to explain and discuss the Project objectives, activities planned to be organised, working methods to be used, and so on.

Set up 8 Monitoring Groups, (4 Groups in each school), composed of 3 teachers, 1 pupil and 1 parent, prepare a special plan for their concrete work with selected pupils and their parents and organise frequent meetings with their members, aiming to analyze the progress and define new tasks.

Organise a special meeting with parents of selected pupils dropped out or at risk to drop out from school, aiming to discuss good examples and draw conclusions for the work continuance.

Organise a two days workshop, (one day advanced trainings and one day sharing the experience), with participation of teachers, pupils, parents, school administrations from both selected schools, (“Nuci Naci” and “Ismail Qemali”).

A special session of the workshop will be dedicated to the Publication produced in the framework of this Project implementation in “Asdreni” and “Naim Frasheri” schools, on Guidelines and experience of FSASH/SPASH in child labour prevention and elimination.

Organise one day cultural and sportive activities, in each school, with participation of selected pupils, but also some other pupils from both schools, intending to make the schools more attractive for them.

It will also be an example for schools administration, as well as for the Regional  Education Directorate how to organise better these activities.

 

 

Project implementation Activities in Korca scools,
September 2012

Preparative meetings were organised in both schools, on the 20th of September 2012

Monitoring Groups’ members, pupils and parents, as well as both Chairmen, Xhafer Dobrushi and Bajram Kruja, as well as the representative from Regional Educational Directorate Kostika Kapidani, took part in these meetings.

 

Starting activities were preceded by one day, (11 September 2012), meetings and discussions about this Project implementation in both schools, followed by preparative measures, regarding the identification of the situation, discussing objectives to be realised, setting up Monitoring Groups and defining the activities to be organised.

The following objectives were approved in each school:

In “Nuci naci ” school: out of 14 pupils dropped out from school, most of them working, the objective is to withdraw from working and return to school at least 10 of them, as well as, out of 65 pupils at risk to drop out from school, the objective is to integrate in school at least 60 of them.

In “Ismail Qemali” school: out of 18 pupils dropped out from school, most of them working, the objective is to withdraw from working and return to school at least 12 of them, as well as, out of 110 pupils at risk to drop out from school, the objective is to integrate in school at least 105 of them.

Heads of Monitoring Groups, Sonela Mano (“Nuci Naci”) and Thomaq Ninka (“Ismail Qemali”), informed on the preparative work already done, objectives for each school and each group, as well as problems to be solved during the project implementation.

In both preparative meetings was mentioned that the work had already started, by identifying working children, dropped out or/and at risk to drop out from school, and organising Monitoring Groups and their respective pupils they will deal through concrete individual work with each of them.
Coordinator of the Project, Stavri Liko, made the presentation on Project objectives, activities to be organised, working program and approaches to be used during the Project implementation.

Then there were discussions and suggestions from participants, who also appreciated the contribution of AOb Secondary Education for this concrete support, including the distribution of school materials for 80 pupils from both schools.

Participants and schools’ Headmasters Stavri Cano (“Nuci Naci”) and Ylli Kreka (“Ismail Qemali”), appreciated the support from AOb and expressed their commitment to work hard and realise Project objectives.
A special letter for each participant with the main concrete duties for Monitoring Groups’ members and other stakeholders, was distributed to each Monitoring Groups’ members.

Special meetings with Monitoring Groups’ members were also organised in the framework of this project implementation.

In “Nuci Naci” school each Monitoring Group is responsible for 3 pupils dropped out and  15-16 pupils at risk to drop out from school, meanwhile in “Ismail Qemali” school each Monitoring Group is responsible for 4-5 pupils dropped out and 25-30 pupils at risk to drop out from school.

Special questionnaires were distributed to each teacher, member of these groups, and explained everything regarding their functioning and concrete work to be organised in the framework of Project implementation.

There were discussions about working methods regarding individual plans, based on data gathered through individual questionnaires and organising the individual concrete work with each of them.

It was also pointed out the fact that this way of organisation is only for personal responsibility and coordination actions, because the work with pupils will be done jointly with all other teachers, their classmates, their parents, involving, when necessary, also other stakeholders.
Working program, objectives and role of Monitoring Groups were also subject of discussions in these meetings.

 

School materials were also distributed for 80 pupils from both schools.
A special ceremony was organised in “Nuci Naci” school where, together with pupils, were present teachers, school headmaster, Stavri Cano, both chairmen, Xhafer Dobrushi and Bajram Kruja, representative of Regional Education Directorate, Kostika Kapidani etc. Each school handbag handled to 40 pupils from this school had inside more than ten articles from school materials. Such a ceremony was also organised in “Ismail Qemali” school, by the school administration, in the presence of this school headmaster, Ylli Kreka. 


 

Thanks to a special contribution from FSASH and SPASH, 40 pupils from “Ismail Qemali” school were supplied with two main school texts, Albanian Language and mathematics, while "Nuci Naci" school were supplied with sportive materials.

Pupils and teachers appreciated very much especially the contribution from AOb for this important assistance to the pupils from families that have problems in providing school materials for their children.
